What next for the Greenbank-Meadows Quiet Route?

Many of you will have seen the news that, following a hearing by the Standards Commission, both Councillor Marie-Clair Munro and Councillor Neil Ross have been found to have breached the Councillor’s Code of Conduct in relation to their participation in the decision around the Greenbank-Meadows Quiet Route in 2023 and 2024. This finding has called into doubt the legitimacy of the initial decision to withdraw the modal filters from the scheme.

Working alongside Green Councillor and member of the Transport and Environment committee, Chas Booth, I have been pushing the Council to urgently review this decision. This is especially pressing given that the existing ETRO for the current layout is due to expire in June 2026. Unless a new decision is made, all existing infrastructure will be removed from the route with no replacements put in place. This would be unacceptable.

At the Transport and Environment committee meeting on Thursday 2nd April, the Green group will have tabled a motion to ensure that no modal filters / other safety measures will be removed from the route until a procedurally correct re-run of the decision about the future of the Quiet Route is taken. We also anticipate an urgent, late report will be submitted to the agenda from Council officers – if this addresses our concerns, we may choose to withdraw the motion.
